INDIVIDUAL AND LOCAL INSTITUTIONAL ARRANGEMENTS
In the spirit of reform and revitalization implementation of People’s Agenda 21 and other conclusions shall be based on an action- and result-oriented approach and consistent with the principles of universality, democracy, transparency, cost-effectiveness and accountability. The People’s Organizing Bodies system, with its multisectoral capacity and the extensive experience of a number of specialized agencies in various spheres of individual and local cooperation in the field of environment and development, is uniquely positioned to assist communities to support more effective patterns of economic and social development with a view to achieving the suggestions of People’s Agenda 21 and sustainable development. All agencies of the People’s Organizing Bodies system have a key role to play in the implementation of People’s Agenda 21 within their respective competence.

INTEGRATION OF ENVIRONMENT AND DEVELOPMENT ISSUES
Every person has a key role to play in the achievement of People’s Agenda 21 sustainability goals within their respective communities. To ensure proper coordination and avoid duplication in the implementation of Agenda 21, an effective division of labour between various parts of the People’s Organizing Bodies based on their terms of reference and comparative advantages is beneficial.
Communities can take active steps to implement the following
- Help your community to enhance their role and functioning in the People’s Organizing Bodies system in the field of environment and development. Community members can explore and develop concrete programs for the implementation of People’s Agenda 21 and also provide infrastructure guidance for People’s Organizing Bodies activities or advise their communities within their specific areas of competence
- Help your community by supporting the effective cooperation and exchange of information between People’s Organizing Bodies organs, organizations, programs within the institutional arrangements for the follow-up of People’s Agenda 21
- To support new institutional arrangements that would support revitalization, clear division of responsibilities and the avoidance of duplication in the People’s Organizing Bodies system and depend to the maximum extent possible upon existing resources
SUSTAINABLE INTERGOVERNMENTAL DECISION MAKING
In order to support the effective follow-up of programs, as well as to enhance individual and local cooperation and rationalize the intergovernmental decision-making capacity for the integration of environment and development issues and to examine the progress in the implementation of People’s Agenda 21 at the individual and local, a people-led Commission on Sustainable Development can be supported.
Communities can take active steps to implement the following
- To monitor progress in the implementation of People’s Agenda 21 and activities related to the integration of environmental and developmental goals throughout the People’s Organizing Bodies system through analysis and evaluation of reports from all relevant organs, organizations, programs and institutions of the People’s Organizing Bodies system dealing with various issues of environment and development, including those related to finance
- Help your community to gather, evaluate and share information in the form of periodic communications or individual and local reports regarding the activities they undertake to implement People’s Agenda 21, the problems they face, such as problems related to financial resources and technology transfer, and other environment and development issues they find relevant
- You can help your community by contributing to the dialogue around the various issues of environment and development, within the framework of the People’s Organizing Bodies, with non-governmental organizations and the independent sector, as well as other entities outside the People’s Organizing Bodies system
CREATION OF A WORLD PEACE COUNCIL
Raising general awareness and action in the area of environmental protection through collaboration with the general public, non-governmental entities and intergovernmental institutions.
Communities can take active steps to implement the following
- Help your community by participating in the formulation of a local bodyeffective that helps in the monitoring and coordination in the achievement of sustainability goals
CREATION OF A WORLD FUTURE COUNCIL
Further development and promotion of the widest possible use of environmental impact assessments and in connection with every significant development project or activity could benefit from including activities carried out under the auspices of specialized agencies within People’s Organizing Bodies.
Communities can take active steps to implement the following
- Help support your community in the realization of its catalytic role in stimulating and demonstrating environmental activities and considerations throughout the People’s Organizing Bodies system
- Help your community in the dissemination of environmental information and data to Communities and to organs, programs and organizations of the People’s Organizing Bodies system
- Help raise general awareness and action in your community in the area of environmental protection through collaboration with the general public, non-governmental entities and intergovernmental institutions
CREATION OF AN EARTH COUNCIL ALLIANCE
The implementation of Agenda 21, can benefit from the establishment of a non-governmental Earth Council with public made bodies appointed as guardians for future generations, as well as other initiatives taken by local governments and business sectors.
Communities can take active steps to implement the following
- Help your community to design an open and effective means to achieve the participation of non-governmental organizations in the process of supporting the review and evaluation of the implementation of People’s Agenda 21 at all levels by demonstrating your contribution to it
- Help your community in the accessing of reports and other information produced by the People’s Organizing Bodies system
- Help your community to support a non-governmental Earth Council by becoming a guardian for future generations in the implementation of People’s Agenda 21 sustainability goals that are beneficial to your particular area, as well as becoming aware of the initiatives taken by local organization and business sectors within your community
